ٱللَّهُمَّ مَٰلِكَ ٱلۡمُلۡكِ تُؤۡتِي ٱلۡمُلۡكَ مَن تَشَآءُ وَتَنزِعُ ٱلۡمُلۡكَ مِمَّن تَشَآءُ وَتُعِزُّ مَن تَشَآءُ وَتُذِلُّ مَن تَشَآءُۖ بِيَدِكَ ٱلۡخَيۡرُۖ إِنَّكَ عَلَىٰ كُلِّ شَيۡءࣲ قَدِيرࣱ‏ تُولِجُ ٱلَّيۡلَ فِي ٱلنَّهَارِ وَتُولِجُ ٱلنَّهَارَ فِي ٱلَّيۡلِۖ وَتُخۡرِجُ ٱلۡحَيَّ مِنَ ٱلۡمَيِّتِ وَتُخۡرِجُ ٱلۡمَيِّتَ مِنَ ٱلۡحَيِّۖ وَتَرۡزُقُ مَن تَشَآءُ بِغَيۡرِ حِسَابࣲ‏ رَحْمَانَ الدُّنْيَا وَالْآخِرَةِ وَرَحِيمَهُمَا تُعْطِي مَنْ تَشَاءُ مِنْهُمَا.

Allahumma malikal-mulki tu'til-mulka man tasha' wa tanzi'ul-mulka mimman tasha' wa tu'izzu man tasha' wa tudhillu man tasha' biyadikal-khayr innaka 'ala kulli shay'in qadir tulijul-layla fin-nahar wa tulijun-nahara fil-layli wa tukhrijul-hayya minal-mayyit wa tukhrijul-mayyita minal-hayy wa tarzuqu man tasha'u bighayri hisab rahmanad-dunya wal-akhirati wa rahimahuma tu'ti man tasha'u minhuma

O Allah! Owner of Sovereignty! Thou givest sovereignty unto whom Thou wilt, and Thou withdrawest sovereignty from whom Thou wilt. Thou exaltest whom Thou wilt, and Thou abasest whom Thou wilt. In Thy hand is the good. Lo! Thou art Able to do all things. Thou causest the night to pass into the day, and Thou causest the day to pass into the night. And Thou bringest forth the living from the dead, and Thou bringest forth the dead from the living. And Thou givest sustenance to whom Thou choosest, without stint. The Compassionate of this world and the Hereafter, and the Merciful of them both, You grant from them to whom You will.

Qur'an 3:26-27, followed by part of a supplication in al-Muʿjam al-Ṣaghīr of al-Ṭabarānī 558, which reads "يَا رَحْمَنَ الدُّنْيَا وَالْآخِرَةِ وَرَحِيمَهُمَا ، تُعْطِي مَنْ تَشَاءُ مِنْهُمَا ، وَتَمْنَعُ مَنْ تَشَاءُ مِنْهُمَا ، ارْحَمْنِي رَحْمَةً تُغْنِينِي بِهَا عَنْ رَحْمَةِ مَنْ سِوَاكَ" (O Most Merciful of this world and the Hereafter and Most Compassionate of both, You give of them to whom You will and withhold them from whom You will; have mercy on me with a mercy that frees me from the mercy of anyone besides You). This version drops the opening "O" and ends before the request.
